Exercise Starter Kits

Unlocking Preparedness: A Closer Look at Exercise Starter Kits

An Exercise Starter Kit is a comprehensive set of sample materials and templates designed to empower organizations and jurisdictions in conducting discussion-based exercises. FEMA National Exercise Division has recently rolled out new Exercise Stater Kits, strategically aligned with the 2023–2026 National Exercise Program Principals’ Exercise Priorities. You can find the Exercise Starter Kit Webinar recording [HERE].

What’s Inside an Exercise Starter Kit?

Each Exercise Starter Kit comes equipped with a range of essential components, ensuring a thorough and effective exercise experience. These components include:

  • Templates aligned to Homeland Security Exercise and Evaluation Program providing a structured foundation.
  • Sample Facilitator/Evaluator Guide: Offering guidance for those overseeing the exercise.
  • Sample Conduct Slides: Aiding in the presentation of information during the exercise.
  • Sample Situation Manual: Providing a reference document for participants.
  • Sample Placemat: Enhancing the visual aspect of the exercise.
  • Sample Exercise Evaluation Guides: Integrated into the facilitator/evaluator guide for comprehensive evaluation.

Customizing Your Exercise Starter Kit

Flexibility is key, and the Exercise Starter Kits are designed to be adaptable to the unique needs of each organization/jurisdiction. The customization process involves:

  • Exercise Objectives: Aligned with standardized capability targets, these objectives can be modified to fit specific plans, policies, and procedures.
  • Tailored Questions: Organized around core capabilities, allowing customization for specific outcomes.

Where to Access Exercise Starter Kits

Accessibility is a priority. Exercise Starter Kits are publicly available, requiring no sign-in. They can be found in the Emergency Management Toolkit section on FEMA’s Preparedness Toolkit (PrepToolkit).
