To apply, all students must submit a complete application through the NETC Online Admissions site. Pilot course prerequisites are the same as the current courses with the addition of the IS-13: EMI Conduct and Behavior. Tentatively accepted students will have additional requirements to complete, and they will receive those if selected. Please send questions to FEMA-emi-ICS-courses@fema.dhs.gov.
You must attend the IS-13 training to take any FEMA EMI learning event.
This includes E/L and K offerings.

We are pleased to announce the continued availability of ASSUREd Safe UAS (Drone) Training for First Responders, a FEMA-supported initiative designed to equip emergency personnel and the SLTT first responder community with essential skills for the safe and effective use of Unmanned Aircraft Systems (UAS) in public safety operations and for disaster response.
We currently offer four courses through the FEMA National Training and Education Division (NTED):
AWR 422 – UAS Flight Operations for Emergency Response
PER 407 – US Data Analytics for Emergency Response
PER 421 – UAS Flight Operations for Emergency Response Level II
PER 434 – UAS Data Analytics for Emergency Response Level II
This training is offered at no cost and is tailored specifically for first responders, including fire service, law enforcement, emergency medical and emergency management personnel. Our program focuses on both foundational knowledge and practical application of UAS in mission-critical scenarios such as search and rescue, damage assessment, disaster response, and more.

Introducing TEEX PER-371 – Cybersecurity Incident and Response Management
PER-371 is a new resident course hosted at our Emergency Operation Training Center in College Station, TX – located in the heart of our Brayton Fire Training Field, and next to our Disaster City training facility. This will be a 3-day course offered at no-cost to participants; TEEX will cover the cost of the travel, lodging and meals.
Participants will self-register themselves, and during the registration process, they are able to elect three potential training dates that they could attend. Once submitted, each participant will be vetted, and then once accepted into a target PER371 course, the State TPOC will receive an email requesting approval/disapproval for their attendance. Once participant approval has been received from the State TPOC, TEEX will reach out with course logistics and travel coordination.
PER371 will be offered on the following dates. (Fall 2025 dates will be posted in the spring.)

ARTIFICIAL INTELLIGENCE (AI) CYBERSECURITY COLLABORATION PLAYBOOK
CISA, in partnership with the Joint Cyber Defense Collaborative (JCDC), released the JCDC AI Cybersecurity Collaboration Playbook, a key resource to guide voluntary information sharing across the Artificial Intelligence (AI) community. Designed for AI providers, developers, and adopters, the playbook addresses emerging threats to AI-enabled systems and critical infrastructure. It outlines processes for sharing information about incidents and vulnerabilities, explains CISA’s actions in response, and fosters collaboration among government, industry, and international partners.
Developed with input from 150 experts during tabletop exercises hosted by Microsoft and Scale AI, the playbook is intended to facilitate operational collaboration among government, industry, and international partners. It will be regularly updated to stay aligned with the evolving threat landscape as AI adoption grows.

EDGED WEAPON ATTACK AWARENESS AND PREVENTION
CISA released a new resource titled, Awareness and Prevention Against Edged Weapon Attacks. The product provides stakeholders with a high-level overview of the edged weapon threat environment and general security best practices to prevent and respond to edged weapon attacks that can harm staff and visitors to critical infrastructure facilities, as well as public gathering events.
CISA’s Awareness and Prevention Against Edged Weapon Attacks fact sheet also outlines the key areas of Prevention, Screening, Training and Exercising, and Response, with options for consideration to help organizations and individuals increase their security in the face of the edged weapon threat.

The courses listed below are pilots that are already on the EMI Course schedule and are available for students to apply. Please be advised that students will be required to complete pre-work for the pilots that will consist of the IS-995 (access will be provided to individuals successfully submitting all required documentation if selected to participate in the pilot), and the Position-Specific course student workbook.
Students also will be encouraged to complete IS-201: Forms Used for the Development of the Incident Action Plan.

BABAA Training Videos
Dear FEMA Grants Community,
The Grant Programs Directorate is pleased to announce the launch of the Build America, Buy America Act (BABAA) video series. These short videos provide quick, online access to information in a concise format, helping ensure recipients and subrecipients are aware of key compliance requirements. The objective is to facilitate understanding and adherence with domestic preference requirements, thereby promoting compliance across subject FEMA-funded infrastructure projects.
So far, two short informative videos have been issued and added to the FEMA BABAA Training Website:
- Build America, Buy America Overview Video: This 5-minute video provides an introduction to BABAA, detailing the requirements for compliance. It is designed to be beneficial for both new recipients as well as those needing a refresher on BABAA.
- Build America, Buy America Stakeholders Video: This 5-minute video delves into the key stakeholders involved in BABAA compliance, outlining their primary responsibilities. It highlights who is responsible for BABAA policy and implementation, ensuring a clear understanding of the roles and duties.

FEMA National Exercise Division has recently rolled out new Exercise Stater Kits, strategically aligned with the 2023–2026 National Exercise Program Principals’ Exercise Priorities.
